USPS Optional Procedure
Optional Procedure lets a certified mailer prepare mail and enter it into the USPS mail stream without active USPS supervision. Approval requires the mailer, the postmaster, the district manager and the Business Mailer Support (BMS) manager; the mailer must keep an effective quality control program and document that packages are weighed properly and charged accordingly; and the approval is reviewed every two years. USPS commingling and Premier Customer
Commingling combines multiple client mailing projects into a single mail stream sent to the same regional destination, so mail bypasses local Sectional Center Facilities and Network Distribution Centers as often as possible. Commingling explained
